外交人員任用條例修正草案 外交部送審

立法院外交及國防委員會本周將接連審議行政院函請審議「北太平洋公海漁業資源養護與管理公約」及「捕魚實體參與文書」、我國與紐西蘭簽署之臺紐經濟合作協定(ANZTEC)」案。知情立委上午表示，外交部本期法案審查與修法優先順序上，除上兩件關係對經貿所需的條約案外，其次就是外交人員任用條例修正草案與台美新訂「特權、免稅暨豁免協定」。

立委指出，外、國委員會在審查完民國103年度預算後，將視時程修訂其他兩案，但立委觀察到，外交部曾透過國會人員關切外交人員任用條例修正草案何時能修訂，台美2月新訂的「特權、免稅暨豁免協定」審查，倒沒有這麼急切。

立委透露，外交人員任用條例修正草案關係各外館編譯、編審從約聘改正式職等任用權益，台美2月新訂的「特權、免稅暨豁免協定」則早已送達立法院。
