敘利亞問題解套 法提案安理會

法國今天將向聯合國安全理事會提交解決敘利亞問題提案，外交部長法畢斯表示，法國的解決方案是有約束力的，並考慮到「控制和摧毀」敘利亞的化學武器。

法畢斯（Laurent Fabius）今天上午召開緊急記者會，就俄羅斯提出「敘利亞政府交出化學武器並在國際監督下逐步銷毀」的建議，法畢斯提出了法國接受的條件說。

他表示，必須要譴責敘利亞政府8月21日的大屠殺；要求立即查明敘利亞化學武器計劃，以使敘利亞的化武在控制之下並且摧毀；考慮如果敘利亞不遵守約定時所要面臨的嚴重後果；大屠殺負責人必須在國際刑事法院受審。

法畢斯強調，「我們的目標是消除化學武器威脅和保護敘利亞人民」，解決方案的另1目的是，在禁止化學武器組織（OPCW）託管下，建立1個全面檢查並控管敘利亞應盡職責的機制。

法畢斯稍早在電台訪問指出，「我們審慎歡迎俄羅斯的建議」。

法畢斯計劃於本週末前往中國大陸，之後再轉往俄羅斯訪問。
