廢爐渣非法填地停車場 宜縣環局追兇

繼年初查獲宜蘭農地被非法堆置廢爐渣，導致附近農田疑似遭重金屬污染後，宜蘭縣環保局今天動用怪手，在蘇澳鎮海山西路一處預定用來回填停車場的土堆內，開挖出廢爐渣、摻雜除鏽用廢噴砂、事業廢棄土及大批來源不明的污泥，環保局人員現場採樣送驗，了解是否含有毒性，全案依違反《廢棄物清理法》開罰。

宜蘭縣環保局指出，依《廢棄物清理法》規定，廢爐渣、廢噴砂及事業廢棄土，不得隨意回填，必需透過(再利用場)回收，才能再利用；業者卻將這些列管廢棄物露天堆置，還計劃回填停車場的基地，全案已觸犯《廢棄物清理法》，依法可判處1年以上、5年以下有期徒刑，得併科3百萬元罰金。

涉案嚴姓業者喊冤，強調不清楚是否有污染。業者說，計劃興蓋停車場，需要填土，1年多前從玄龍公司載出這批土石，由於是免費的，當時還載了好幾車，沒想到惹上麻煩。
