聾啞男無法表達「想婚」意願　不能成婚

【於慶中／綜合外電報導】中國浙江省瑞安市30歲女子小梅，視力被評定為「一級殘疾」，而31歲男子小蔡則是聽力二級殘疾的聾啞人士。二人在瑞安鄉下擺了喜酒完婚，想要到民政部門領個結婚證，卻困難重重，由去年至今，二人前前後後跑了5趟都領不到，現在小梅懷孕7個月了，都還不能領證，原因是：小蔡無法清楚表達自己「願意結婚」的意願。

小梅說，小蔡是聾啞人，雖然並不是完全聽不見不能說，但要他明確地表達「我想要領結婚證」，確實不容易。由於沒有結婚證就領不了「准生證」，孩子日後沒辦法辦出生證和戶口，小梅心急如焚。前一陣子，他們再次來到婚姻登記處。小梅說：「有什麼問題我來替他回答，但他們一定要他親口說。他答了第一句，後面怕自己聽不清楚答錯 了，就沒再繼續回答。」

昨天(14日)，當地媒體陪同二人再到瑞安市民政局婚姻登記處，該處職員說，上次兩人來登記的時候，自己曾經詢問過小蔡「你是不是來結婚的」，小蔡點了頭，但再問小蔡「你是不是來離婚的」，小蔡還是點點頭。就因為小蔡不能真實表達自己的意願，所以根據中國國家規定，小梅和小蔡就是不能登記結婚。
